The images are from West Bengal (WB). They are part of an anti-pothole protest in the eastern state.
VERIFICATION AND METHODOLOGY
Using reverse-image search, we found a report from aanavandi.com which carried the same images as the one shared by Pathak and other Congress members.
Published on October 14, 2019, the post reports about a unique protest held by a motorist to highlight the poor condition of roads in WB.
Several other markers like billboards of Mamata Banerjee, posters in Bengali language, etc in other images carried by the blogging portal further confirmed that the images were indeed from WB and not UP.

VERDICT
Times Fact Check has found that images of poor roads from WB have been falsely passed off as that from UP by Congress leaders.
