CHANDIGARH: In its bid to simplify the procedure for the registration of marriages, the Haryana government on Monday accorded the approval to a proposal of transferring the case of Haryana Compulsory Marriage Registration Act, 2008 to Department of Revenue and Disaster Management.
Currently, the mandate for administering the marriage registration process was under the Home Department as well as the Department of Revenue and there was ambiguity in the exact domain of the two departments. It was therefore decided that this subject shall be dealt with by Department of Revenue and Disaster Management instead of the Home Department. Appropriate notification shall be taken out for this purpose.
A government spokesman said that a meeting in this regard was held on July 15 under the chairmanship of additional chief secretary, Revenue Department on process for online Marriage Registration in Haryana. It was informed in the meeting that in the existing process (in operation on date), the applicants (bride, groom and witnesses) have to make personal appearance more than once. This is a cause of inconvenience to applicants. It was decided that the process flow should be modified to ensure that the applicants have to visit only once during the complete cycle.
He said that the issue of marriage registration is a sensitive one and there is a need to ensure that there is no scope for any data manipulation at any node. Therefore, the data entry for the application must be done by the applicants themselves.
At present, some portions of the marriage registration process are manual and need to digitize those parts of the flow, he added.
He said that in the present process, if the bride refuses to provide documents, the application lies pending in the system. It was agreed to define timelines for closure of the application. If complete documentation and formalities, like personal appearance, are not fulfilled within the specified period, the application shall automatically be marked closed, he asserted.
