A teenager has been charged after allegedly chasing a little girl in a park before grabbing her sister around the neck.

Kyle Torrance Duncalf, 19, allegedly terrorised a young family at the Des Penman Reserve, in Perth's suburbs, on Friday night.

Dog walker Matthew Horgan said he leapt into action after hearing screams and witnessing a girl running away from a grown man.

Horgan initially thought Duncalf and the little girl were playing but soon realised something more serious was happening.

'She was trying to get away from him as quick as possible, she ended up dropping the scooter and running and that's when he went for the one that was seated ... on the gym equipment, and he actually grabbed her by the throat,' Mr Horgan told the West.

He said all the while the child's mother was screaming for the man to get off her daughter, who is less than 10 years old.

'He kept holding her for a little while, the mum was right there, she kept saying 'let go, let go', so I just sort of grabbed him from behind, pulled him back (and) he let go and just actually sat down,' Mr Horgan said.

Bystanders called triple 0 and when police arrived the teenager was arrested and taken into custody.

Mr Horgan claims Duncalf had been speaking incoherently and was shouting threats.

The dog walker said they were traumatised after the incident.

'They were pretty shaken up. They were crying, the mum was in shock — I'm so glad the police arrived as soon as they did,' Mr Horgan said.

He praised other bystanders who jumped in to help after witnessing the alleged attack.

Western Australia Police described the attack as a 'serious incident'.

Duncalf was remanded in custody after appearing at Perth Magistrate's Court on Saturday.

The 19-year-old was charged with attempted murder and aggravated deprivation of liberty.

He is facing a maximum penalty of life imprisonment.

Duncalf will return to court on Monday.
