For the fourth time in a row, Indore has been adjudged India's cleanest city in the government's cleanliness survey announced on August 20. The second and third positions in the category were secured by Surat and Navi Mumbai, respectively.
The Swachh Survekshan 2020 -- India's fifth annual cleanliness survey-- was released by Union Housing and Urban Affairs Minister Hardeep Singh Puri at a ceremony where 129 awards were given out in different categories.
After announcing the results, Puri said, "Swachh Survekshan (cleanliness survey) will continue to help us in sustaining the gains made under Swachh Bharat Mission-Urban, while providing a comprehensive roadmap to institutionalise the concept of total swachhata among all our cities."
"Cleanliness campaign is the fulcrum on which all the other schemes are based - affordable housing scheme, the smart cities scheme among others. This mission is anchored in the vision of cleanliness shared by Mahatma Gandhi," he added.

Puri said, "We saw the clear benefits of this challenge when the pandemic came upon us. We had already achieved substantial success in the sanitation cleanliness scheme and this enabled us to meet the challenge with a greater degree of determination and resilience."
In the category of states with more than 100 urban local bodies (ULBs), Chhattisgarh has been given the 'Cleanest State' award, followed by Maharashtra and Madhya Pradesh.
Jharkhand was adjudged the 'Cleanest State' in the category of states with less than 100 ULBs, followed by Haryana, Uttarakhand, Sikkim, Assam and Himachal Pradesh.
Varanasi, Prime Minister Narendra Modi's Lok Sabha constituency, was awarded the 'Best Ganga Town' in the country, followed by Kanpur, Munger, Prayagraj and Haridwar.
Noida has been adjudged the 25th cleanest city with a population between 1 and 10 lakh in the country and the first in Uttar Pradesh in the Centre's Swachh Survekshan 2020, officials said.
The New Delhi Municipal Council (NDMC) has bagged the first rank in the 'cleanest capital' city category. Greater Hyderabad has been declared the 'Best Mega City' in the 'Citizen Feedback' category. In the same category, Chandigarh has been awarded the 'Best Union Territory', while Gandhinagar has been ranked the 'Best State Capital in Innovation and Best Practices'.
This year's cleanliness survey had an overwhelming scale, with the teams having visited over 58,000 residential and over 20,000 commercial areas and having covered over 64,000 wards in just 28 days, said Housing and Urban Affairs Secretary Durga Shanker Mishra.
A total of 4,242 cities, 62 Cantonment Boards and 97 Ganga towns were surveyed, and 1.87 crore citizens participated in the exercise, according to the government.
Ambikapur in Chhattisgarh has been ranked the cleanest city in the category of 1-10 lakh population, followed by Mysore in Karnataka and New Delhi Municipal area.
The Jalandhar Cantonment Board had been ranked first while Delhi Cantonment Board and Meerut Cantonment Board have grabbed second and third positions respectively.
Swachh Survekshan is an annual ranking exercise taken up by the Ministry of Housing and Urban Affairs (MoHUA) to assess urban areas of country on their levels of cleanliness and active implementation of Swachhta mission initiatives in a timely and innovative manner. The annual ranking of cities was started in 2016.
The first Swachh Survekshan conducted that year covered 73 cities and in subsequent years number of cities were added to expand its coverage. The second survey held in 2017 included 434 ULBs, third survey held in 2018 covered 4203 ULBs and fourth edition of survey held in 2019 covered 4237 ULBs. This year in 2020 the coverage of survey was 4242 cities (including 62 Cantonment Boards).
Swachh Survekshan 2020 was carried out across 4242 ULBs from January 4 to 31. The data collected through multifarious sources for 57 indicators (40 – Service Level Progress, 9 – Direct Observation and 8 – Citizen Feedback) have been compiled for ranking the cities. MoHUA introduced Swachh Survekshan league 2020 in the fifth edition. Marks obtained by the cities in Quarter 1 (Q1) and Quarter 2 (Q2) of league were combined with Quarter 3 (Q3) marks.
MoHUA, through a competitive Quality and Cost Based Selection (QCBS) linked bidding and evaluation process, hired a third party research agency, Ipsos - a global market research company to undertake the Swachh Survekshan 2020.
