The Tamil Nadu Veterinary Graduates Federation has written to the Union and state ministries of animal husbandry, dairying and fisheries explaining the deviations and difficulties in execution of Kisan Credit Cards for state farmers and livestock owners who are hit by the economic crisis due to coronavirus.

The scheme aimed to put money in the hands of the rural public will be a failure as there is no technical support from the banks, M Balaji, coordinator, TNVGF said in his detailed letter on Monday.
“The special drive to provide Kisan Credit Cards (KCC) to 1.5 crore dairy farmers is part of the PM’s scheme to help farmers. The Union Finance Minister on May 15 announced to cover 2.5 crore new farmers under the KCC scheme. This will provide additional liquidity of Rs 5 lakh crore in the hands of farmers across the country suffering an economic crisis.”
However, the eligibility definition and the calculation pattern of working capital for livestock units are not disclosed by the district level technical committee (DLTC) in Tamil Nadu.
In Tamil Nadu majority of dairy farmers, livestock growers are either landless or marginal farmers. This is more so in hilly districts in the state. Hence, most of the applications are likely to be declined by banks as per the extant guidelines of Kisan Credit Cards. It may create a negative impact on the governments’ good initiative, the letter explained.
Further handing the issue to the leading banks will serve the purpose of the scheme and the farmers, the association said.
