Chief minister N Biren Singh took this decision hours after a-20-year-old pregnant woman from Noney district allegedly died after five hospitals, including the two public hospitals, refused to admit her on Thursday morning before she finally died in front of a private hospital at 4 am.
The CM took to his Facebook page to express his anger. He wrote in his post, “Enquiry committee constituted to look into the unfortunate incident leading to the death of Mrs Kanpatliu Kamei at the Shija Hospital casualty entrance on 6th August morning 4 am.”
Few hours later Singh posted the government order on FB page and wrote, “All Government and Private Hospitals should attend to all patients. Any violation will be viewed very severely and action will be taken under the Disaster Management Act, 2005 and Manipur Nursing Home & Clinical Registration Act,1992 etc.”
The state order issued by principal secretary of state health department V Vumlunmang stated, “It is noticed with concern that many health care facilities are denying service to patients due to COVID-19 pandemic. Ministry of Health & Family Welfare has issued instructions on ensuring that non COVID health services should continue. Ministry of Home Affairs has also issued instructions for Hospitals, Veterinary Hospitals and all related Medical Establishments, both in public and private sector, to continue to remain functional.”
The order added, “All government hospitals and private hospitals are hereby instructed to ensure that all patients who reach their facility are attended to promptly, especially emergency and time bound cases. Each hospital/health facility shall designate responsible staff to ensure there is no denial of service.”
To enable prompt COVID testing, the state government will provide Rapid Antigen Kits through the Directorate of Health Services, the order said.
