Melbourne's restrictions include wearing a mask in public and abiding by an 8pm curfew as well as only leaving the house to grocery shop, provide care, exercise and study or work.

Weddings are now off limits along with late night public transport and community sport.

Schools have also shut down for six weeks and citizens are restricted to moving in a 5km radius of their homes.

Premier Daniel Andrews on Tuesday announced an on-the-spot fine of $4,957 for people caught breaching isolation orders in Victoria after more than 800 people could not be located during Australian Defence Force door knocks on Monday.

JB Hi-Fi's announcement comes as fears grow of a second wave in Queensland after a group of men from Victoria lied on their declaration forms at the NSW-QLD border to avoid being hotel quarantined.

The men - aged 29, 25 and 23 - from Logan, south of Brisbane, used false 'G' pass declarations on Sunday after spending weeks in Melbourne, police said.

An investigation was launched into the potential border breach and one of the men has since reported having COVID-19 symptoms.

Queensland Premier Annastacia Palaszczuk on Tuesday confirmed the men had been taken into hotel quarantine and tested for coronavirus.

The state currently has 12 active cases of COVID-19.

Seven people are in hospital and 9,900 Queenslanders were tested for coronavirus in the past 24 hours.

'We don't want people to do this, it's not right,' Ms Palaszczuk said.

'People are obviously lying on the declaration forms. It is undermining all of the great work that Queenslanders have done.'

Online operations at JB Hi-Fi will continue to operate, The Age reported.

Warehouse operations will run throughout the temporary six-week closure.
