Police have filed an application in court to issue a Non-Bailable Warrant (NBW) against 11 notorious miscreants, including Deepak Dubey, brother of Vikas Dubey, who was killed in an encounter after the Bikeru scandal in Kanpur. All of them are absconding since the incident. A reward of 25-25 thousand is also announced on them.
