Bihar announced a complete lockout from July 16 (Thursday, yesterday) to July 31 to restrict the spread of COVID-19 cases in the state. According to the Hindustan Times, the 16-day lockdown in the state has been decided after a dangerous surge in coronavirus cases.


The COVID-19 cases in Bihar are close to 20,000 with 1,432 new cases reported on Tuesday.

NDTV reported that Bihar's Deputy Chief Minister Sushil Modi confirmed the lockout in the state, stating that the Nitish Kumar-led government had ordered that "all the city municipalities, district headquarters, block headquarters remain in lockdown".

What is allowed

According to The Indian Express, essential services including shops selling groceries, vegetables, milk, dairy products will be allowed. Here is the list:

• Farming and construction-related activities will be allowed

• Hospitals and all related medical establishments will remain open

• Home delivery of products will be allowed.

• Banks, insurance offices and ATMs will be functional

• Air and rail transport services will be operational

• Taxis, auto-rickshaws and private vehicles will also be allowed for permitted activities only

• Private vehicles will only be allowed across the state for permitted activities

• Petrol pumps, LPG petroleum, and gas retail and storage outlets will be allowed to operate

• Work will be done in power generation and transmission units, post offices

Required service providers will only be allowed traffic from home to work

• Government and private vehicles carried by government employees will be allowed to come with their official identity card

• The restaurant will only be allowed to act to provide home delivery options.

What not allowed

• Places of worship will not be opened in public

• Schools, colleges and other educational institutions will remain closed

• Sports and cultural complexes will be closed

• Malls, movie theaters, swimming pools, and gymnasiums will remain closed

• Commercial, private, and government establishments will remain closed.

• Government of India offices, its autonomous subordinate offices, and public corporations will also not function.

However, Defense, Central Armed Police Forces, Treasuries, Public Utilities, Disaster Management, Power Generation and Broadcasting Units, Post Office, National Informatics Center will be allowed to operate.

NDTV said that not all the rules will be applicable in the Containment Zone in Bihar, there will continue to be strict guidelines of the Central Government.
