New York will allow schools to reopen if the region is in the final reopening phase and has a daily infection rate below 5 per cent of all tests for the novel coronavirus, Governor Andrew Cuomo said on Monday in unveiling new guidelines on schools.
"We are not going to use our children as guinea pigs," Cuomo told a daily briefing, during which he criticized President Donald Trump for what he characterized as a blind push to reopen schools without a strict adherence to health guidelines.
