According to officials, Dubey himself won the Shivrajpur seat in the district panchayat election in 2000 while in jail. During that time he was jailed for murder. After Dubey's arrest, his mother Sarala Devi had said, "He is not in the BJP at the moment, he is in the SP".

Police claim that Dubey was involved in around 60 cases. But the details obtained from the authorities reveal that he was also not convicted in cases like murder. An officer, on condition of anonymity, said that he was the main accused in the murder of BJP leader Santosh Shukla inside Shivli police station here in 2001, but he was so scared that not a single police officer had given a statement against him.

"No evidence was presented in the court and he was acquitted due to lack of evidence,"
