Victoria has recorded 191 new cases of coronavirus, the highest number in a single day since the pandemic began.

Of them, 37 new cases are linked to outbreaks and 154 are under investigation. No cases have been detected in returned travellers in hotel quarantine.

The overall total has increased by 164, after 27 cases were reclassified – largely due to duplication, the Health Department said.

That brings the total number of cases recorded in the state to date to 2824.

Thirteen new cases relate to residents of the North Melbourne and Flemington public housing towers now under lockdown, bringing that outbreak to 69.

There are 12 new cases linked to the outbreak at Al-Taqwa College in Truganina in Melbourne's west, which has now reached 90.

Four new cases have been linked to the Northern Hospital in Epping, with eight staff and one household contact now confirmed as having the virus.

Earlier on Tuesday, the department apologised for delays in getting donated food and supplies to more than 3000 public housing residents subjected to hardline lockdowns.

The Victorian government announced on Saturday that nine public housing towers would be subjected to the country's toughest lockdown measures.

Residents are unable to leave their buildings for any reason and were given no notice before the lockdown took effect.

The Age has released that until Saturday, the security company linked to the biggest coronavirus outbreak in a quarantine hotel also provided guards for the North Melbourne and Flemington public housing estates.

MSS Security was guarding the Stamford Plaza, the city hotel at the heart of an outbreak in which at least 42 people comprising guards, their families and close contacts have now been infected.

The border between Victoria and NSW will close at 12.01am Wednesday.

A travel ban is already in place for Melbourne residents. Returning NSW residents will need to self-isolate for 14 days.

Victorians have rushed across the Murray River into New South Wales ahead of the closure, as authorities confirmed a permit system will allow local residents to move between Albury and Wodonga.
