Representative ImageCHANDIGARH: In view of rising cases of Covid-19, the Punjab government on Friday issued guidelines for persons entering the state from outside to be applicable from July 7. The inbound travellers will have to download e-registration slip and paste it on windscreen of their vehicle in case they are travelling in a personal vehicle or carry it on phone if travelling by public transport.
Any person coming to Punjab by any mode of travel — road, rail or air — will be medically screened on entering the state and will be required to e-register by using the COVA app on smartphone.
Punjab chief secretary Vini Mahajan said strict monitoring would be ensured of all entrants, with private players being roped in to ensure implementation of home quarantine with phone-based monitoring and regular visits.
All inbound persons to self-quarantine for 14 days
In case, the inbound traveler does not do this, he would be asked at the border, rail or airport check post while entering Punjab to cooperate with the team of the Punjab government that will undertake the data capturing process on the spot itself,” according to the standard operating procedures (SOPs) sent to the deputy commissioners of all the 22 districts by the state Covid-19 control room.
Except for frequent travellers, all inbound persons after reaching Punjab will have to undertake a self-quarantine of 14 days and during this period they will have to update their health status daily on the COVA app or would have to call 112 daily. In case, they feel they are developing symptoms of Covid-19, they will have to immediately call 104. International travellers will have to undergo institutional quarantine for the first seven days and home quarantine for the next seven days.
Besides, the DCs of each district bordering other states will ensure that the border check posts (BCPs) are designated and set up at each important road entry point. The roads without BCPs will be sealed. Each of these BCPs will be operational 24 hours.
In case, the vehicle is only to pass through Punjab for another state or UT like J&K, Haryana, HP, Rajasthan and the vehicle has an e-registration slip then it will be allowed to pass and if it does not have one, the vehicle number and contact number of the driver will be noted and vehicle will be allowed to pass. All goods vehicles and inbound vehicles in transit to other states with proof of the destination will be allowed to pass without restrictions.
In case of inward movement by trains, if the inbound person does not have a smartphone or is unable to download or activate the COVA app and cannot generate e-registration slip, then after showing a valid ID card, he will have to give a self-declaration.
