The Health Ministry has made it clear in the order given to the states that the country should be investigated as a campaign. A senior ICMR official said that after daily checks in the states, total labs, and reviewing their capacity, it was found that some states are not using their full capacity.

For example, in a state's 50 labs, 20 thousand samples can be tested daily, there are 10 to 12 thousand tests. On the recommendations of the ICMR, the Ministry has written a letter to the Chief Secretary, Health Secretary of the states, and asked to expedite the investigation. According to ICMR, the capacity of daily testing in the country is three and a half lakh, while only 2 to 2.30 lakh samples are being tested.
