Griha Aadhar beneficiaries made to run pillar to post for income certificates

Women who have applied for renewal of their Griha Aadhar scheme were made to spend and run pillar to post for obtaining two income certificates for receiving
the doles.

 As per the requirement the beneficiaries have to obtain income certificate from local bodies as well as from the mamlatdar to submit to the child development project officer along with the life certificate for processing the application.
But the beneficiaries were forced to make several trips to the mamlatdar and advocate office for preparation of documents to avail the income certificate from mamlatdar.

 However women have complained of facing unnecessary trouble in getting the income certificate from mamlatdar as they have to swear an affidavit without knowing the format and also have to spend nearly Rs 500 on making an affidavit and pay towards notary service.
There are around 1,32,000 beneficiaries  registered under the scheme and a majority of these are facing trouble getting the required certificate.

The department says the requirement of income certificate from mamlatdar is made compulsory from this year to help the government to avoid ineligible beneficiaries.
The department has so far deleted names of 8000 ineligible beneficiaries from the list of the Griha Aadhar scheme following impact evaluation survey of the scheme beneficiaries carried out by Goa Electronics Limited.
Earlier the beneficiaries used to get their scheme renewed after submitting life certificate and income certificate from panchayat but now with additional requirement of the mamlatdar the income certificate is causing trouble.

Some of the housewives who spoke to this daily said that the procedures are purely harassment by making the process difficult to avail the scheme and also burdening them with unnecessary legal expenses for availing the benefits under
the scheme.
