After China and Nepal, the neighboring country Bhutan has also raised India's concern. In fact, Bhutan has blocked the water of farmers in Assam's Baksa district. Around 6000 farmers from more than 26 villages in Baksa district depend on the Dong project for irrigation. Since 1953, farmers have been irrigating paddy with water from the rivers of Bhutan.

For two-three days the farmers of Baksa have been protesting against this move of Bhutan. The Rongai-Bhutan road was blocked by protesters on Monday. The farmers want the central government to take up the issue with Bhutan. In fact, every year during the paddy season the farmers of Baksa visit the Samundrup Jongkhar area on the Indo-Bhutan border and bring the Kala river water for irrigation.
