Enforce cruelty penalties

THE EDITOR: As a long-time visitor and homeowner in Tobago, I am appalled that the cruelty to animals is continuing after the black dog murder which resulted in increased penalties for animal cruelty.

These penalties must be enforced by the courts to educate people that cruelty to animals in all forms will not be tolerated.
