SC seeks finance ministry's reply on waiver of interest on loans during moratorium period

The Supreme Court Thursday sought finance ministry's reply on waiver of interest on loans during the moratorium period after the RBI said it would not be prudent to go for a "forced waiver of interest" risking financial viability of the banks. The top court said there are two aspects under consideration in this matter no interest payment on loans during the moratorium period and no interest to be charged on interest. A bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and M R Shah said that these are challenging times and it is a serious issue as on one hand moratorium is granted and on other hand interest is charged on loans. The bench was hearing a plea, filed by Gajendra Sharma, in which he has sought a direction to declare the portion of RBI's March 27 notification "as ultra vires to the extent it charges interest on the loan amount during the moratorium period, which create hardship to the petitioner being borrower and creates hindrance and obstruction in 'right to life' guaranteed by Article 21 of the Constitution of India". -- PTI

Syria's Assad seeks to control economy, goes after cousin

On a summer day last year, presidential guards drove out of the charity organisation founded by Syria's wealthiest businessman and a close cousin of President Bashar Assad, carting away boxes of documents and computers. At the same time, the charity's director was being questioned at the palace on suspicion of corruption. The confiscated data included names of thousands of militia fighters who have supported the government in the 9-year-old civil war, including salaries they received from Al-Bustan, the charity group founded by Rami Makhlouf. The incident last August was the opening salvo in a crackdown on Makhlouf's power, signaling the beginning of the end of his role as the Assad family's top financier. -- AP

On Wednesday, Delhi reported more cases of novel Coronavirus infections than Mumbai, the first time such a thing has happened in more than two months. Delhi discovered 1,513 new cases, it highest single-day figure, while Mumbai, which is the city with the maximum number of cases, found 1,276.

Delhi has been seeing a big surge in its numbers in the last one week, recording more than 1,000 new cases every day. Its case count has been growing at the fastest rate among the top five states with maximum caseload. The city now has 23,645 confirmed cases, out of which more than 9,500 have already recovered.

Till about a week ago, Delhi was reporting between 500 and 800 cases every day, while Mumbai has been reporting over 1,200 cases for almost three weeks now. Mumbai has even reported 1,750 cases on a single day. In the last four days, however, relatively fewer people have come out in Mumbai to get themselves tested because of Cyclone Nisarga.

Coronavirus India LIVE news updates:

A testing programme necessary for lifting India’s lockdown would cost less than 2.1 per cent of the lockdown’s economic losses, researchers from India School of Business and Imperial College have found. In another metric, the study found that “a resource-intensive (testing) strategy … corresponds to less than half of the lockdown-caused loss in goods and services tax (GST) revenue.”

The pre-print study states that if 20 per cent of the population has Covid-19 antibodies (known as sero-prevalence) by the time lockdown is lifted, then authorities would need to identify and isolate symptomatic cases within five to eight days of their symptoms to prevent an overwhelmed healthcare capacity.

Cash with public up by Rs 1.63 lakh crore in 2 months

The extension of the lockdown and the rising number of COVID-19 infections seem to have pushed the country towards a more cash-driven economy. Even though state governments have started relaxing retail trade restrictions, the relentless rise in currency with the public is continuing with people taking out cash worth another Rs 39,028 crore during the fortnight ended May 22.

Currency with the public has now risen by Rs 1,63,135 crore from April 1 this year to Rs 25.12 lakh crore as of May 22. According to data released by the Reserve Bank of India (RBI) on Wednesday, currency with public has gone up by 18.7 per cent, or Rs 3,95,484 crore, on a year-on-year basis as against Rs 2.63,573 crore, or 14.2 per cent, in the previous year. With the lockdown continuing, people’s reliance on cash is expected to rise further in the next one or two months.

Railways freight earnings dip by Rs 8,000 crore during lockdown

Meanwhile, hit with the coronavirus outbreak and over two months of lockdown, the Indian Railways has so far suffered a freight earnings shortfall of Rs 8,283 crore when compared to this period last year. Barring foodgrain, the national transporter carried all commodities in its freight basket much less than it did during the corresponding period last year.

Sources said passenger earnings shortfall so far — of April and May — could hover around Rs 9,000 crore by May-end, with all passenger trains suspended since late-March and with only some truncated services running since May 12, over and above the Shramik Special trains.
