The central government continued to issue guidelines at its level from 1.0 to 4.0, the lockdown implemented due to Corona infection. When it came to Unlock 1.0, the Union Home Minister Amit Shah gave all the rights to the states. However, all the provisions of Section 51 to 60 of the Disaster Management Act, 2005 have been implemented during this period. Restrictions will continue in the Containment Zone until June 30, but states are given the right to impose restrictions on their assessment.
States will also be able to decide the zones of the corona at their level. All the states will have to decide how the government and private institutions will open, how the business of the industry should pick up the pace. When Union Home Minister Amit Shah spoke to the Chief Ministers, he was seen with astonishment. Almost all chief ministers appeared to agree on unlock 1.0 instead of proceeding on any kind of lockdown.
Prior to Unlock 1.0, when four lockdowns were implemented, Prime Minister Narendra Modi himself came forward and talked to the Chief Ministers. This time Amit Shah discussed the status of the lockdown with the Chief Ministers.
According to highly placed sources in the central government, Amit Shah gave free hand to the chief ministers. There was no Chief Minister who disagreed on the unlock. The special thing is that not only were the CMs of BJP ruled states excited about Unlock 1.0, but none-BJP CMs were also seen standing with them in this matter.
When Amit Shah spoke to the Chief Ministers, his opinion was asked first. The Union Home Ministry had only said that the rules issued by the Ministry of Health and Family Welfare should be followed for whatever work will be done in the Containment Zone. Regarding what will be the status of religious places in Unlock 1.0, the question was raised from the states. All the Chief Ministers agreed that the religious places should be opened as per the guidelines of the Ministry of Health.
The states were asked to first get the transport system on the line, so the religious places will not be opened from June 1. This is the reason that religious places or places of worship for people will be opened from June 8.
States were empowered to start hotels, restaurants, and other hospitality services. All states were unanimous to open shopping malls from June 8. On behalf of the Union Home Ministry, it was said that in Phase 2 of Unlock 1.0, schools, colleges, educational, training and coaching institutes, etc. should be opened and for this, the states and union territories will have to accept the advice of the Center.
All the states were ready for this. State governments and union territory officials will consult with parents and stakeholders. After getting their feedback, the decision to reopen these institutions will be taken in July. There will be no restriction on inter-state and intra-state movement. States do not need to get any approval for this.
