Sealing Delhi borders and limiting hospital facilities to its residents is a retrograde idea that is antithetical to the very concept of a national capital region, much like Washington. The governments of Delhi, Haryana and UP are promoting discrimination on geographical grounds. The central government must intervene and dissuade them.
