Man shot dead by police on Monash Freeway

An armed man has been shot dead by police during a stand-off on the Monash Freeway in Melbourne's south-east.

Police were called to an on-ramp at the EastLink exchange in Dandenong North after reports a man was armed about 9.30am on Thursday.

"It is believed responding officers were negotiating with the man when he was shot by police and died at the scene," a police spokesman said.

The footage also shows half a dozen police cars and paramedics at the scene, including specialist officers and a forensic examiner.

Homicide squad detectives will investigate the incident. Professional Standards Command will also oversee the investigation.

Police Association secretary Wayne Gatt said the union was providing support to the officers involved.

"Our understanding is that members have acted in self-defence, operating in an extremely dangerous environment," Mr Gatt said.

Several unmarked police cars, an SES van, and a number of uniform police units remained at the scene just after midday.

An SES tent has also been set up in grassland between the city-bound lanes of the Monash and the Eastlink on-ramp.

City-bound lanes of the Monash Freeway are closed at Heatherton Road with motorists warned to expect major delays.

There is no access to city-bound lanes of the Monash Freeway from EastLink, VicRoads said in a traffic alert.

"Motorists should exit the inbound lanes of the Monash Freeway at their earliest convenience," the alert said.

"Belgrave-Hallam Road and the South Gippsland Freeway provide good options to exit the freeway.

"Motorists can then continue their journey towards the city using the Princes Highway."
