"A woman and another child, aged five, who are also occupants, were outside the home at the time of the fire."

While the toddlers have yet to be formally identified, the little girls were believed to jave been residents of the home.

A crime scene has been established as the cause of the fire and the circumstances surrounding it have yet to be determined.

"Local detectives are being assisted by the State Crime Command's financial crimes squad's arson unit," police said.

A report will be prepared for the coroner.
