The centre Sunday extended the ongoing nationwide lockdown till May 31. The fourth phase of the lockdown will commence from today. The government has allowed considerable relaxations in this round of lockdown- Inter-state movement of vehicles, buses have been allowed with states and Union Territories being given the final power to delineate Red, Orange and Green zones.

The new guidelines are based on suggestions from states that PM Narendra Modi had sought during his fifth discussion with chief ministers on the pandemic on May 11.

However, online/ distance learning shall be permitted and encouraged; and, restaurants will be allowed to operate kitchens for home delivery of food items.

A Recap of Earlier Lockdowns
The lockdown was first imposed for 21 days starting March 25 and then extended on April 15 and later on May 4. The lockdown 3.0 ends today. The third of the lockdown witnessed considerable relaxations in measures with standalone stores lifting shutters, liquor shops opening up and 15 special passenger trains resuming service ever since the Railways suspended operations on March 25.

Four Early Enforcers
Maharashtra, Tamil Nadu, Punjab and Mizoram had already extended the lockdown till May 31. Telangana has already extended it till May 29. Tamil Nadu CM announced new relaxations such as resumption of public transportation in 25 districts after a hiatus of nearly two months. The extension in India's financial hub was necessitated by the increasing number of cases. State's tally of COVID-19 positive patients is now 30,706 and the toll has gone up to 1,135.

Over five press briefings, finance minister Nirmala Sitharaman announced the details of the Rs 20 lakh crore stimulus. Today’s announcements, which also happened to be the final tranche, focussed on seven steps taken by the government - MGNREGA, health & education related steps, business & Covid-19, decriminalization of Companies Act, ease of doing business, public sector enterprises, state government resources.
