The new discharge policy based on symptom and time allows mild, moderate and asymptomatic cases to be released after three fever free days without testing, but they have to be in home isolation for 7 days. The earlier test-based strategy has been changed in several other countries, says Lav Agarwal, Joint Secretary of Health Ministry.

"If the prime minister has little concern for workers and labourers, then he should himself tell these states to not go ahead with amending labour laws and not allow them in doing so. We would expect the prime minister to intervene today itself," Gohil said. He said it was "shocking and heart-breaking" that at a time when the entire nation is dealing with an unprecedented pandemic, which has disproportionately ravaged and devastated the lives of the poor, the Modi government has taken this as an opportunity to deprive them of their rights. Shameful that BJP-ruled States Amending Labour Laws | Meanwhile, the Congress targeted the BJP-ruled states for amending labour laws under the cover of a pandemic to lure foreign investors and urged Prime Minister Narendra Modi to not allow this. Congress spokesperson Shaktisinh Gohil appealed to the Central government to deny permission to the states "stripping workers of their basic rights". PM Modi Interacts With CMs on Ways to Strengthen Covid-19 Containment Strategy, Boosting Economic Activities | Prime Minister Narendra Modi chaired a fresh round of consultation with chief ministers on ways to strengthen the Covid-19 containment strategy and stepping up of economic activities in a calibrated manner as the 54-day nationwide lockdown nears an end. Large-scale movement of migrant workers from urban to rural India and the problems their return to home states may cause in restarting the economy will also be among the focus areas during the fifth virtual interaction between the prime minister and chief ministers since the outbreak of the deadly virus in the country.

Andhra Pradesh Govt to Send Foreign Returnees to Quarantine Centres Soon After Landing | Andhra Pradesh government has made all the arrangements to screen foreign returnees and provide medical facilities to the needy. On Monday first batch of returnees including from the US would be reaching back to Andhra Pradesh. Covid-19 Patients Can End Home Isolation After 17 Days: Revised Guidelines | Coronavirus infected patients can end home isolation after 17 days of onset of symptoms or date of sampling and if they have no fever for 10 days without getting tested again for Covid-19, according to revised guidelines for home isolation of very mild/pre-symptomatic cases. The revised guidelines released by the health ministry reiterated that patients, who are pre-symptomatic or have very mild symptoms, can opt for home isolation if they have the requisite self-isolation facility at their residence so as to avoid contact with other family members.
Delhi Govt to Give Rs 5,000 in Aid to Construction Workers Amid Lockdown | The Delhi government decided to provide another financial assistance of Rs 5,000 to the construction workers in the wake of the extended coronavirus lockdown. The decision was taken at a meeting of the Construction Workers' Welfare Board, chaired by Labour Minister Gopal Rai. There are around 40,000 construction workers registered with the board. It has also decided to launch an online portal where construction workers can register themselves.

Unlike the previous four meetings, where a select number of CMs were allowed to speak, the floor has been made open to all chief ministers this time as the Centre weighs the pros and cons of further easing of restrictions after May 17. Sources have said the curbs still in place are unlikely to be withdrawn in one go.
India saw the biggest single-day spike in the number of coronavirus patients with 4,213 new cases and 97 deaths in 24 hours, taking the total to 67,152 cases, the Union Health Ministry said today, adding that the death toll rose to 2,206. The figures come as India enters the last week of the 54-day coronavirus lockdown, with the Railways on Sunday saying 15 air-conditioned special trains will operate from May 12.
Sources in the union government said the focus of the prime minister's meeting would be on boosting economic activities and pushing efforts to convert 'red' zones with high COVID-19 case load into 'orange' or 'green' zones. The Union Health ministry on May 1 classified 733 districts as 130 in the red zone, 284 in the orange zone and 319 in the green zone, taking into consideration incidence of cases, doubling rate, extent of testing and surveillance feedback.
Meanwhile, in a bid to ferry more migrants, the Railways today decided to carry around 1,700 passengers on board its 'Shramik Special' trains instead of the current 1,200. According to an order issued, the railway zones have also been asked to provide three stoppages in the destination state other than the final stop, at the request of the state governments. It also said that the train capacity should be equal to the number of sleeper berths on the train.
The 'Shramik Special' trains has 24 coaches with a capacity to carry 72 passengers in each coach. Currently, these trains are running with 54 passengers in each coach due to social distancing norms. So far, the Indian Railways has ferried over 5 lakh passengers since May 1.
"The Railways has a capacity to run 300 trains per day and we want to maximise it. We want to carry as many migrants home as possible over the next few days and have appealed to states to send approvals," said a senior official explaining the move.
Announcing the phased resumption of passenger services that was suspended from the first day of the lockdown on March 25, the Railways said in a statement that air-conditioned services will initially begin with 15 pairs of trains(30 return journeys) on Rajdhani routes and the fare would be equivalent to that of the super-fast train.
The special trains will run from New Delhi to Dibrugarh, Agartala, Howrah, Patna, Bilaspur, Ranchi, Bhubaneswar, Secunderabad, Bengaluru, Chennai, Thiruvananthapuram, Madgaon, Mumbai Central, Ahmedabad and Jammu Tawi. Passengers have been asked to reached the railway stations at least one hour early before the train's departure.
Booking for reservation in these trains will start at 4pm today and will be available only on the IRCTC website.
