Factory owners don't grow money on trees that they will just cut it and distribute among workers... Without work, noone has the ability to pay anyone...
Sanjay ur true....my mom has a fashion and garment small industry.....we have 18 workers...but our orders r stuck n we couldn't pay much to workers as we kept some working capital resevers bank bank refused new loans...3 had gone home....now4 out of 9west bengal workers want go home when work is there and they have good free rooms, electricity,water...they told they will go home even through they have better condition here than in there rural mud houses. My mom told ok and meanwhile she got 3 workers. when we gave so much...they never cared for us...this is condition of migrants all over my place in saree waving factors
What is the assurance that there will be no more such lockdown again? They are not coming back just because of this reason.
Its obvious lockdown will not happen again unless your area falls under containment zone... As far as assurance is concerned, there is no assurance of anything in life... Tomorrow an earthquake can come and we may die... things have to be done based on assumptions and guesses... assurances cant be given for anything as any human is not powerful enough to give assurances...

When factories were shut, PM asked companies to continue paying salaries. The deepest pockets (Central Government) were not allowed to be used. Small and Medium Businesses did not pay much to the workers during this time as their pockets were not deep. Workers could not pay rent and hence shifted out of their accommodation, herded into camps. Meals during their times in camps were provided by NGOs and Donors. Governments watched from the sidelines, both central and state, purse strings loosened barely. Allowing them to return home resulted in another game between center and states, who bears the cost? Who paid - WORKERS. All because THE MIGRANT WORKERS DO NOT CONSTITUTE A VOTE BANK. Now that there is permission to restart industry, there is talk of penalties and pay cuts... WOW. Pay cut on whom? Workers who do not have a job and had no money paid to them for nearly 2 months? Penalties - on workers who have been penalized mercilessly in the past few weeks WOW & WOW. All because our governments, Central and State, have not only shown ineptness in their planning but also have been narrow sighted (can't look beyond their noses). Not only has the Lockdown been converted to a colossal failure but a huge PENALTY for the entire country. So who deserves this penalty ... Workers or Governments?

insted workers should be allowed to spend time with the family after facing hardships law be passed passed to give workers one month leave with pay and passage fare to return. All will be happy to return and work with enthusiasm.even double shift.

Every Indian knows how difficult to get jobs/employment now. There are lakhs of people actually in search of employment in the country. The unemployment scenario is there not only in educated class but also in many areas of unorganized sectors. The Covid-19 pandemic has created more problems in the entire world. The unemployment situation will arise not only in India but also in the world. Many employed in various jobs and also labourers left major cities largely from Mumbai, Bangalore, Delhi etc., to their Home town either with the fear of attacking corona virus or with other problems. Migrants who have come to cities for work and usually they might have not willingly agreed to leave the cities with so much large in number at a time. The migrants might have left the cities for their hometown on their own or with some leaders instigation but they will have to return to the duties or other wise they may be terminated. The migrants would have not left the places without thinking the adverse effect of unemployment. Is it possible to provide jobs and employment to the migrants in their home State? Now the economic activities slowly commenced and will pick up in one or two months by the time the corona virus effect will be reduced. The industries and companies cannot wait for migrants without commencing the regular economic activities except to commence immediately. Therefore the migrants have no option except to return to their duties otherwise they likely to lose their jobs.
The migrants know very well that they will lose their jobs but I think they are better off in their villages with something better than nothing in the cities and also with no security from the govt. The habit of the govt is to rise up without any prior intimation put the people into jeopardy sudden. Blame the bad habit of the current govt of taking sudden implementation of rules.

Firstly, Modi jeopardizes their livelihood and makes the lives of poor migrants a hell by making a sudden, ill planned and strategyless decision of lockdown. And now his administration threatens them to get back to work. These are the symptoms of a disease called dictatorship. If workers're loyal to employer,they will happily be back without any compulsion. Level of loyalty purely based on how they were treated at their hard time by respective employers and state governments. Govnmt can't take any legal action against one who doesn't wish to come back and decides to follow desired profession in own state. Right to pursue desired profession anywhere in India falls under fundamental rights and duties not under Labour Laws.So, will it be amended? Above all, labour laws only applicable to organized sectors.

Workers faced great great difficulties to their homes.How painful is was to see total assets on their head tyed with temporary sting.They lost their job and pay having no deposits with them.Now Governments have freezed application of Labour laws .Who would like to work in conditions of hire and fire under prolonged working hours.Many lost their life,became divk,faced lathis,walking without food for days carrying small children.Their is bound to be labour shortage every where.Every one wants to work with honour and respect.If you do not give me salary on or before my departure to home then I will hate to work in your organisation.Labour has built our factories houses, infrastructure but they are out .We must learn a lesson from the recommendations of Lord William Bevridge.Govt must consider to provide free transport for labourto return on job and work with dignity and restore labour laws in the interest of Labour clasd and introduce inhanced minimum wages and it's violation be considered as an offence..

If everyone is helpless then why make the labourers to pay? Govt is the only one to be blamed. Didn't they get crores through charity? Why is govt not helping the companies in contribution of salaries to the labourers? Just making statements like "Do not sack your employees" or "Pay the salaries to the employees" will not help. The govt has to take the initiative of providing security for at least few months to the companies as they looted so much through taxes.

Facing very tough times in lock down,for approximately 50 days,many had no food,money,starved, and worried about their parents,children at home,and wanted to be with them,facing lathi charge on highway, travelled alongside Railway track, many died on the way, many travelled Thousands of Kilometres on foot,by cycle, many got accidentes, Are Half of them coming back ?

Let the homesick migrant workers remain in their secured but hungry families and just know how much harassment they have created.The factory owners must train local interested fellows to start production.I am sure there will be much hardship and waste of time to develop skilled workers but in future if again something unprecedented like covid happens the workers will be there to work when asked for.Migrant workers betrayed their adopted state miserably.

Punitive action should not be imposed against the labour force.First of all under labour act and contract act procure data of total number of labours and register and the supply of labour force and methodologies are followed as per act. Calculate total number of labourers locally and migragrated labourers.All are registered and in case individual organisation procure labour or have they engaged agent to source the labourer. In the most of local contract use to engage a broker for sourcing labour.Many of them are not registered.It becomes huge obstacle being faced whereabouts of labourer and sources.The payment and other key facilities given to them and redress of disputed ,are not clear.This is golden opportunities for the ruling government to get data and regulation follow up of organizations.When the basic things are not followed how can the labour issue can be settled.

First shift all factories to Bihar, Jharkand, orissa, MP from where this migrant labour come to bangalore, chennai , kerala. If that is not feasible , dont give any approval for new factories in South India.
This is the result of unplanned lockdown, similar to unplanned Demonetisation. Now it is clear that this Government has no clear vision about future plan of action and has brought entire country is a confused state, whether lockdown will be lifted or not, whether shops, malls, restaurants etc. will open or not? No clarity on any issue. The mingrant labourers are so much frustated that they are at a stage of "Do or Die". How they will come back to work? Government's strict action will make the situation more critical. So it's the time for the Government to sit quite for the time being and chalk out future plan of action to bring the economy back on track.
Every Indian media is saying migrating workers are going back, who may / may not come back. Why media is not doing any innovative socialism, human race developmental work in India? Media is only showing problems & blaming migrant workers, politics, administrative services, industries etc. Who are allowing them to travel in trucks, milk tankers? Will Government Agencies recertify those milk tankers? During normal case we see workers travel in trucks, JCBs to work locations. Why there is no law in India to ban travelling on tracks, JCBs? If there is strict law who are going to implement those dos / don'ts? Why there is no disciplinary actions like ban / huge financial fines on farms involved in those malpractices? Why license of those vehicles & drivers are not cancelled? Why media is not brain storming real problem of accommodation, life style like education, health, birth control for migrant workers?

Migrant workers have had 1st experience from the POLICE when they gathered last month in Mumbai to leave for their homes, instead assurance they got beaten up. They are thinking whichever GOVERNMENT it may be - The Political cannot be trusted is the general thinking with them as well as Me. It is not correct to cut workers salary. when they need more company will not take care about them now if they reach at their home town they want to spend more time with family. But Indian Govt. support only industrial not workers. It is available everywhere in India where Govt. run by such industrial.

The monsoon is en route and migrant workers if home after a long perilous journey can find local jobs however low paying, would perhaps prefer that to trekking all the way back to the slums of the cities they were in - not all of them are unskilled labour and Industry may have machines, raw materials, power but without competent and enough manpower, they will go nowhere. To see life as the middle or upper classes see it isnt the way of the labour class - the treatment they have received to date will leave seeds of doubt if and when such a situation arises again - and the pandemic may come back in a second wave.... So, this labour vs capital situation is fraught with great grave risks.

This is completely unfair to workers. First you do not look after them when required, do not provide them food, Do not pay salary to them during lockdown, Now you want to take punitive action against them. Hope better sense prevails. You cannot force them to work now
