THIRUVANANTHAPURAM: The motor vehicles department (MVD) has introduced a new simplified system for transfer of ownership of vehicles.
Minister for transport A K Saseendran said that the new system has been introduced after receiving many complaints about the hassles involved in the old system.
Earlier, if the address of the seller and buyer belonged to different regional transport offices, both had to apply for 'no dues' certificate and transfer of ownership at their respective offices. This procedure was causing undue delay in getting the transfer of ownership registered. As per the new system, the buyer and seller can jointly apply at any of the regional transport offices of their choice via the online portal of Vahan 4.
The one-time password (OTP) received by the buyer and seller on their phones must also be entered in the portal to complete the application procedure.
After applying online, the applicants must send a post cover with sufficient stamps via post to receive the registration certificate by speed post. The minister said that under the new system, the vehicle owner can apply for transfer of ownership during the sale of vehicle itself.
This would help avoid potential troubles the old owner may face such as being liable to pay insurance for accidents caused by the new owner.
