Skipping quarantine may invite arrest, warns Odisha government

Stranded migrant workers reach Odisha from other states
BHUBANESWAR: Those who disobey rules at the institutional quarantine centres may face arrest and stand to lose the Rs 2,000 incentive, the government said on Sunday. The move followed the alleged bid to escape by a group of Surat-returned migrant workers from two quarantine centres in Ganjam on Sunday, citing ‘poor’ facilities.
“We have come across a few cases where people in quarantines showed lack of discipline and jeopardized the lives of others. Such unruly acts of a few also pose a challenge for the government. We will take strict action against such disobedient returnees,” chief secretary Asit Tripathy said.
He added that the Rs 2,000 incentive promised to those who successfully complete the 14 day mandatory quarantine in the temporary units set up by the government in gram panchayats will not be paid to those who flout the isolation norms. “We will arrest the violators, deny them the incentive and send them to quarantine centres far from their gram panchayats or districts,” Tripathy said. Government sources said CCTV cameras are likely to be installed in the quarantine centres to keep tabs on errant returnees.
The chief secretary further said vehicles transporting people from across the country to Odisha must possess passes issued by the respective state governments. “Vehicles without passes will not be allowed entry at our interstate border checkpoints,” Tripathy said.
Meanwhile, the 100-odd workers who had attempted to run away from the quarantine centres in Ganjam alleged that the centres lacked basic amenities. Sources said some of them first created a ruckus after they were allegedly denied tea and snacks, following which they escaped.
Officials of the Ganjam administration said adequate food arrangements have been made at all the quarantine centres. “We cannot use force on them as they are not anti-socials. We intercepted them near the centres and persuaded them to go back,” DIG (southern range) Satyabrata Bhoi said.
