GURGAON/NOIDA: With Lockdown 3.0 starting on Monday, the Gurugram and Noida authorities came out with their new regulations on Sunday. Ghaziabad has, however, not effected any changes yet.
After staying behind closed doors for nearly a month and a half, Gurugram— now in the orange zone — will begin the new phase with a limited reopening outside the
containment zones. Offices will be allowed to function and Uber and Ola cabs will also be back on the road.
Households have been permitted to call their domestic staff and residents, confined to houses since March 24, can go out for morning walks while maintaining social distancing. However, with some RWAs deciding to continue with the domestic staff ‘ban’, this could lead to some confrontations in the societies.
Shopping malls, cinemas and bigger markets like Sadar Bazar will, however, stay shut. So will liquor vends. But all other standalone shops can stay open from 7am to 7pm and e-commerce companies can start delivering ‘non-essential’ goods. Salons and beauty parlours will be permitted to function as well.
But offices will face a challenge getting their permitted 50% employees to work as employees living in Delhi can’t come unless they have a pass issued by the Haryana government or the Centre. They will also need to find accommodation in Gurugram, in line with rules to minimise commuting between the two cities.
Factory owners will have to apply online and seek permission to reopen their units, deputy commissioner Amit Khatri said. The administration will issue passes for workers in various categories. The administration also said the workforce in industries will gradually be allowed to increase.
Cabs will be allowed with only two passengers. Private cars can have three occupants, including the driver. Two-wheelers with pillion riders will be allowed.
In Noida, no guideline has been issued on whether households can call back domestic staff. Noida, which remains a red zone, has been divided into containment and non-containment zones. The 34 containment zones have been placed in two categories — those with one case and those with two or more cases. Except the radius of containment — varying from 400m to 1km, nothing changes here.
Outside, economic activities can resume, but will have to focus on the number of people who can turn up at a time. Private firms can call no more than 33% of the staff. But even this will be a challenge as employees living in containment zones cannot be called, neither can be those from Delhi or Gurugram. Industrial operations in some sectors will be allowed. Shops in gated societies and standalone ones selling 'non-essential' goods can open from 10am to 7pm.
For movement within the district (outside containment areas), permissions will be needed but vehicles can ply with no more than two people in a car besides the driver and no pillion rider on a two-wheeler.
