Covid-19 lockdown: Assam restores selective daytime activities in green zones

GUWAHATI: Assam on Sunday withdrew numerous Covid-19 lockdown restrictions in its green zone area covering 29 of the 33 districts to allow resumption of select day time economic activities between 6am and 5pm in the third phase of the lockdown, which starts from Monday. Only pharmacies are exempted from the time restriction.
The state’s four districts in orange zones – Dhubri, Goalpara, Morigaon and Bongaigaon will, however, continue to remain under the restrictions imposed earlier and will continue till May 17, state health minister Himanta Biswa Sarma said. There are no red zone districts in the state at the moment.
“There will be total curfew across all zones in the entire state from 6 pm to 6 am and no movement will be allowed except emergency services like medical services, police, fire services and emergency response for restoring telecom and electricity and media personnel,” Sarma said.
The new guidelines bar all persons above 65 years and below 10 years from coming out of their homes, except for medical needs, at any time of the day. Private offices will also start functioning from Monday but with 50% attendance. In government offices too, the allowed number of attendee has been increased from 33% to 50% from Monday.
“Shops, business establishments, government and private offices will have to close by 5pm so that the employees can reach their homes before the curfew, which starts at 6pm,” Sarma added.
The new guidelines makes it mandatory for all to wear masks. “Owners of shops and business establishments have to provide their employees with masks. Employees in all government and private offices also have to come with face masks,” Sarma said.
“All educational institutes, including coaching centres, hotels, religious places, marriage halls, shopping malls, market complexes, cinema and entertainment parks will remain close in all zones. In the orange zones only grocery shops and pharmacies will be open,” Sarma said.
But barber shops and beauty parlours, which are exempted by MHA, will not be allowed to open in the state. “We are keeping these establishments closed as a precautionary measure against spread of the virus, but these people can be called to homes for their services,” Sarma said.
All commercial cab aggregators will start operating but will strictly maintain social distancing by not carrying more than two passengers while city buses to be run by Assam State Transport Corporation will ply with only 50% of its sitting capacity and no one will be allowed to travel standing.
There is also ban on transportation of livestock within the state, except those already on transit through the state and have their destinations in other states.
“These guidelines shall be enforced by the District Magistrates through fines and penal action as prescribed in Section 51 to 60 of the Disaster Management Act 2005 besides legal action under Section 188 of the IPC and other legal provisions,” the government notification said.
