Students won't return to campus, risk is too great - Blade Nzimande

The Department of Higher Education and Training has decided not to resume campus-based activity when Level 4 of the lockdown commences on Friday.

"We have decided not to resume with campus-based academic activity throughout the sector, including all universities and TVET (technical vocational education and training) colleges, both public and private, during the Level 4 lockdown period," Higher Education and Training Minister Blade Nzimande said at a briefing on Thursday afternoon.

Grade 7 and 12 pupils will return to school, says Minister of Basic Education Angie Motshekga, but only if it is approved by the command council and if all measures are in place.

Some measures include providing PPEs to school, sanitising pupils hands when entering classrooms and sanitising classrooms.Administrative duties will start taking place on 4 May.

Although great strides have been made in reaching pupils through radio and TV channels, it had not reached all pupils and it was "not perfect".

May and June exams have been postponed to November/December.

These exams will be merged.Supplementary exams will also be written in November/December.

School fees are still payable said Motshekga as SGB-appointed teachers are paid from it.

Each province, district, circuit and school, must have a practical and comprehensive catch-up plan to be implemented.

The plans must talk to the risk profiles of the areas in which schools are located, and this must be based on the infection rate in the specific geographic areas.

18:54
Institutions in distress have been identified and funds will be reprioritised and universities should do the same with laptops, says Nzimande.

18:53
There is no plan to return fees for residencies because the academic year isn't over says Nzimande.

18:43
Teachers who have to travel back to a different province for work will be allowed to travel as long as they have a permit.

18:42

18:25

Term one was taught fully.

Will be assessed on the amount of learning that took place, if pupils were taught 50% they will be assessed on 50% says Motshekga.

Some might finish their academic year as soon as others, and the latest in envisioned to be April 2021.

18:16

No one can claim to have experience in how to deal with what we are facing.

18:15
14 out of 26 universities will battle says Nzimande.

18:15

We share the same concerns that no student should be left behind says Nzimande.

"We have an unequal South African society. By the time we finish academic year not a single student should be left behind," says Nzimande.

18:13

18:12
All NSFAS students amount to 730 000. The phasing in of laptops will therefore be done.

18:11

Final year clinical training students will start immediately - doctors and nursing.

This was at the request of the deans says Nzimande.

The other years will be phased in as levels lower.

As a Ministry and a department we will be constantly communicating with all our stakeholders and the entire nation through multiple platforms of communication on any developments within the sector in an ongoing manner, says Nzimande.

17:22
The extraordinary measures that we are announcing today to ensure a contingency plan is in place during Phase Four (4) lockdown, have been enriched by the extraordinary contributions received from many South Africans, including our sector stakeholders which includes the Universities South Africa (USAf),  the South African Principals Organisation, the South African Union of Students, Labour unions, student political formations, political parties, religious formations and non-governmental organisations, academics and scientists.

17:21
This training will take the form of information sharing sessions, as well as technical sessions, targeted at the above-mentioned groups.

All these sessions will be online to ensure maximum coverage and reach. The training will also cover workers on night duty.

In addition, and working with the Department of Social Development, 1210 unemployed social workers will be recruited and placed on a 12-month internship, to work with our communities to tackle social distress and other psycho-social challenges facing households and communities during this difficult period.

17:21

17:19
As a department, following a request by Nehawu and working together with them, the NICD, as well as the Health and Welfare & ETDP SETAs, we are developing a concrete plan on the training of various categories of frontline workers, particularly those working in our health facilities and other industries, as part of the Covid-19 awareness campaign.

17:19
In the same vein, the National Skills Fund (NSF) will be engaging the public and private Skills Development Providers (“SDPs”) on the dates and modalities of resuming learning as soon as such decisions are made.

17:18
We are also implementing measures at Indlela, where our trade tests are conducted, at the main security entrance, to limit the risk of infections to all those who are entering the premises in strict compliance with the Covid-19 protocols and requirements.

17:18
I have issued a Directive to all Sector Education and Training Authorities to continue with the payment of learner stipends during the nationwide lockdown period, says Nzimande.
