A violent inmate has been accused of concealing a razor blade in his foreskin then using it to slash a prison guard.

Kevin Pettiford, 34, was charged with murder on November 26 last year after the body of homeless man Andrew Whyte Murray, 56, was found inside his sleeping bag near Tweed Heads, on NSW's north coast.

Four weeks later, Pettiford allegedly tried to kill an inmate Nathan Mellows in Shortland prison near Cessnock in the Hunter Valley.

A few days after Christmas, Pettiford allegedly slit his throat with a makeshift weapon sculpted from three razor blades and a plastic handle, the Daily Telegraph reports.

He allegedly told police Mellows was chosen as a target because he appeared to have few friends in or outside prison and that he had planned to carry out the attack days earlier but was busy watching Star Wars and the cricket.

Mellows survived and Pettiford was charged with attempted murder and transferred to Goulburn prison.

He is due to appear in Tweed Heads Local Court for the murder and attempted murder charges in June.

When initially taken to Goulbourn, it is unclear if Pettiford was held in the Supermax High Risk Management Centre, where prisoners are under near-constant surveillance and lockdown.

A few weeks later, police will allege he stashed a razor blade in his penis to hide it from authorities.

He then allegedly fashioned it into a weapon to slash a 52-year-old prison guard's arm as the officer passed a meal through a hole in the cell's locked door on March 9.

Pettiford was charged with assault law enforcement officer inflicting actual bodily harm a few days later.

The guard was treated for the injury and Pettiford was transferred to Long Bay's hospital wing where he remains.

Pettiford appeared in Goulburn Local Court on Thursday for the alleged assault on the guard.

The matter was adjourned until May 13.

NSW Corrective Services would not comment on Pettiford's current prisoner classification or the alleged attack because as the incident remains before the courts.

At the time of his arrest in November 2019, police described Pettiford as a 'psychopath'.

Sunshine Coast detectives have a warrant for Pettiford's arrest in relation to the murder of homeless man David Collin, 53, whose body was found in a sleeping bag in Maroochydore on September 9, 2019.

In November, Detectives said Pettiford would be extradited to Queensland to face charges pending the progress of the cases in NSW.
