Kerala government makes it mandatory for all to wear face masks in public places and work places from Thursday onwards. Those not following the order will be fined Rs 200 and a fine of Rs 5,000 will be imposed for repeated offence. Cloth masks, towels and handkerchiefs can also be used as face covers.

In a circular, the home ministry has asked state governments to appoint nodal officers to facilitate the movement of people between states. The order says all seeking to return will be screened first and only allowed to return if asymptomatic.
Death Toll Crosses 1,000-mark: Health Min | With 1,813 new cases and 71 deaths reported in the last 24 hours, the total number of Covid-19 positive cases in the country rises to 31,787 including 22,982 active cases, 1,008 deaths, 7797 cured/discharged and 1 migrated, says Union Ministry of Health and Family Welfare.
11 Test Positive in 24 Hrs in K'tka | 11 new Covid-19 positive cases have been reported from in the last 24 hours in Karnataka. Total number of Covid-19 cases rise to 534 in the state including 20 deaths and 215 discharges. One more death has occurred to due to non-Covid cause, says State Health Department.
Reports of 17 of 41 samples of pilgrims from Nanded (39) and Kota (2) are in, of which 6 have tested Covid-19 positive - 5 in Mohali and 1 in Ambala. One more positive case has been reported in Jawaharpur. Total number of positive cases in Mohali now stands at 73, says Deputy Commissioner (DC) Mohali, Punjab.
Testing Capacity to Increase to 1 Lakh Soon: Health Min | 288 government labs are working along with 97 private lab chains with around 16,000 sample collection centres and are testing around 60,000 samples per day. The Centre is working to increase testing capacity to 1 lakh tests per day within the next few days, says Dr Harsh Vardhan.
Mortality Rate at 3%: Health Min | Since the last three days, the doubling rate in the country is 11.3 days. Although the global mortality rate is around 7%, India has a current mortality rate of around 3% and around 86% of fatality of persons with co-morbidity, says Dr Harsh Vardhan, Union Health Minister.
IPS Superintendent of Police, North Goa, Utkrisht Prasoon says, from March 21, we have been strictly enforcing coronavirus lockdown on borders. Multiple departments are working on the border and we have indentified porous points. In case of motorable roads, we have put staff to stop movement. Multi-department teams are posted at Goa borders to ensure that there is no movement of people in and out of Goa, while at the same time ensuring that movement of essential goods is smooth.
Clinical trial begins at PGIMER Chandigarh to position immunomodulator Sepsivac as a drug. Another trial is being conducted on asymptomatic Covid-19 patients. The drug will be administered to them as a vaccine, says Dr Ram Vishwakarma, coordinator of the trial program for the use of Sepsivac in Covid-19 treatment.

Rs 17,986 Transferred to Farmers Under PM-KISAN: Agri Min | Union Agriculture Minister Narendra Tomar says, Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) has benefited farmers immensely even during the Covid-19 crisis as the department of agriculture has transferred Rs 17,986 crore to farmers since March 24.

WB CM Announces Post-Lockdown Plan | West Bengal Chief Minister Mamata Banerjee announces lockdown exit plan from Monday, May 4 onwards:
- Some economic activities and travel within green and orange zones will be permitted.
- There will be absolutely no relaxations in red zones. Complete embargo on activities will continue to remain in the containment zone areas.
- No crowding before shops and on roads will be allowed.
- Small shops outside market complexes will be allowed to open in green zones.
- Private buses will be allowed to ply in green zones, provided passengers maintain social distancing norms inside the vehicles and not more than 20 passengers will be permitted to travel inside one vehicle at a time.
- Emergency taxi services will be allowed.
- Hawkers market, pavement shops will remain closed.
- Book shops, hardware, stationary, paint shops and laundry can remain open.
- Doctors will be allowed to open their chambers while strictly maintaining social distancing norms.
- Barber shops and salons will remain closed.
The West Bengal government will review the situation time to time and may reconsider the decisions if situations deteriorate. However, without specific directive from the Centre, the state government is unable to take a final call on opening up of shops and establishments post lockdown.
Around 2,400 migrant labourers in Telangana, who were working at construction sites in IIT Hyderabad, stage a protest, demanding they be sent back to their homes. Few of the labourers even pelt stones at police team deployed there, one cop receives injuries and police vehicle have also been damaged, says Sangareddy Rural Police.

Intra-distict Movement in Assam to Continue Till May 2 | Assam government allows intra-district movement in the state to continue till May 2. At least 48,770 e-passes have been generated so far. UP Govt Allows Brick Klins to Operate in State, With Some Restrictions | To boost construction activities in the state, Uttar Pradesh government has decided to allow operations of brick klins and permit opening of shops related to construction materials. The State Home department writes to district magistrates, to allow such operations in non-hotspot rural areas.
Uttar Pradesh Chief Minister Yogi Adityanth today ordered that the capacity of L1 (basic), L2 (those with oxygen facility) and L3 (those with ventilators) dedicated Covid-19 hospitals be expanded and arrangement be made for 52,000 more beds. The chief minister also ordered that testings be done on an extensive level. He has directed that pool testing should be done for those people who are coming from outside the state, says Awanish K Awasthi, State Additional Chief Secretary (Home).

Punjab today decided to extend the curfew by two more weeks after May 3 to arrest the rise in coronavirus cases in the state. Chief Minister Amarinder Singh announced the step, adding that relaxation would be given from 7am-11am, and requested people to abide by the rules.
Meanwhile, Maharashtra today decided to give hydroxychloroquine to all health workers who are treating Covid-19 patients. State health secretary Pradeep Vyas in a recent circular said the medicine will be given to doctors, nurses and medical staff involved in the treatment of COVID-19
patients and suspects, as well as contacts of those testing positive for the disease.
India's Covid-19 tally crossed the 31,000-mark today while the death toll rose to 1,007. The country recorded a total of 31,332 cases of which 22,629 are active, while 7,695 have been cured.
The novel coronavirus has infected more than 3 million people globally and led to over 2 lakh deaths. The US coronavirus death toll reached a grim milestone on Tuesday, surpassing the number of American lives lost in the Vietnam War, as Florida's governor met with President Donald Trump to discuss easing shutdowns aimed at curbing the pandemic.
Florida Governor Ron DeSantis is weighing whether to join other states moving to relax workplace restrictions and stay-at-home orders that have battered the U.S. economy even though health experts credit the measures with slowing the contagion.
The meeting at the White House came as Florida announced its highest single-day death toll from the coronavirus and two days before Florida's stay-at-home order is due to expire. Despite a high proportion of elderly residents, who are especially vulnerable to the virus, and having waited until early April to lock down its economy, Florida has averted the worst of the health crisis seen in other states such as New York and New Jersey.
"I mean, you go from D.C., Maryland, New Jersey, New York, Connecticut, Massachusetts, Michigan, Indiana, Ohio, Illinois - you name it - Florida's done better," DeSantis said during his meeting with Trump, a fellow Republican.
"And I'm not criticizing those states, but everyone in the media was saying Florida was going to be like New York or Italy, and that has not happened because we understood we have a big, diverse state," DeSantis added, touting "a tailored and measured approach" that "did less damage to our state going forward."
About a dozen states were forging ahead to restart shuttered commerce without being ready to put in place the large-scale virus testing or means to trace close contacts of newly infected individuals, as outlined in White House guidelines on April 16.
Public health experts have warned that a premature rollback of social-distancing policies could trigger a resurgence of infections just when those restrictions are showing signs of bringing the outbreak under control.
While DeSantis' state has so far been spared the worst of the pandemic, Florida reported a record 83 new deaths and more than 700 new infections from the previous 24 hours on Tuesday. The state has so far tallied 32,846 cases of COVID-19, the disease caused by the virus, including 1,171 deaths.
"Apparently Trump and DeSantis find it appropriate to slap each other on the back while Floridians struggle to stay safe during this pandemic and navigate a broken unemployment system," Florida Democratic Party Chair Terrie Rizzo said.
The number of Americans seeking jobless benefits over the past five weeks has soared to 26.5 million - nearly one in six U.S. workers - and the Trump administration has forecast an April unemployment rate exceeding 16%.
DEADLIER THAN WAR
The human toll has likewise been staggering. As of Tuesday, 58,233 have died of COVID-19 in the United States, according to a Reuters tally, eclipsing in 12 weeks the total number of Americans killed during 16 years of U.S. military involvement in Vietnam. U.S. coronavirus deaths have averaged about 2,000 a day this month.
The number of known U.S. coronavirus infections has doubled over the past 18 days to more than 1 million. The actual count is believed to be higher, with state public health officials cautioning that shortages of trained workers and materials have limited testing capacity, leaving many infections unrecorded.
As further evidence that caution may still be in order, an influential University of Washington research model often cited by White House officials and public health officials revised its projected U.S. coronavirus death toll upwards on Tuesday to more than 74,000 by Aug. 4, against its previous forecast of 67,000.
The model showed that while most states appeared to have reached the crest of the pandemic, seven others including Mississippi, Texas, Utah and Hawaii, may be just peaking now or in the coming weeks.
About 30% of American cases have occurred in New York state, the epicenter of the U.S. outbreak, followed by New Jersey, Massachusetts, Illinois, California, Pennsylvania and Michigan.
In California, Governor Gavin Newsom said curbside retail, manufacturing and other "lower-risk workplaces" should reopen within weeks as testing and contact-tracing improve.
He also said California's public education system could welcome students back as early as July to make up for a "learning loss" during school closures and to allow parents in the broader workforce to return to work.
Texas Governor Greg Abbott said on Monday he will allow his stay-at-home order to expire on Thursday and start a phased exit from social distancing.
The virus was first reported late last year in China. The earliest-known U.S. deaths came in February on the West Coast.
