GUWAHATI: The Assam cabinet on Monday approved opening of standalone shops in rural areas of‘green and orange zone districts from Tuesday but there will be no relaxation in the districts designated as red zones. The cabinet will take a call on the opening of shops in urban areas on May 3.
The cabinet also extended the inter-district movement of permitted people bound for their homes, workplaces in the three-day window since Saturday till May 2. From Tuesday, people will also be permitted to travel across districts for two-way travels to bring back stranded members of their families.
“Only standalone shops in rural areas in green and orange zones (except containment areas) will open but bazar or haat will not open. For urban areas, we will review on May 3. There is also no relaxation in red zone districts and the restrictions will remain,” cabinet minister Chandra Mohan Patowary said.
He added, “Rural shops in 5 km belt outside the boundary of a red zone district will also remain closed.
” The cabinet decision on the opening of shops follows an MHA notification on April 24. Assam had put on hold the implementation of the order then. According to MHA notification, in urban areas, too, all standalone shops, neighborhood shops, shops in residential complexes, barring markets and shopping malls, have been allowed to open.
Dhubri, Golapara, Nalbari, Marigaon and Golaghat districts, which reported maximum number of positive cases, have been designated as ‘hotspot districts with clusters’ under the ‘red zone’. According to the ministry of health, hotspots (designated red zones) will be assumed to be undertaking effective containment activities and if no case is reported in the next 14 days will be re-designated as orange zones and will be deemed successful in containment and if no case is reported for 28 days, it will be a designated green zone. Except Dhubri district, the other four districts have not reported any case in the last 14 days.
Cachar, Hailakandi, Kamrup, Kamrup (Metro), Lakhimpur, South Salmara Mancachar and Karimganj, with one case each, have been classified as non-hotspot districts reporting cases. And the remaining districts are all in greeen zone.
