Rajasthan Chief Minister Ashok Gehlot has sent a list of 15-point suggestions to Prime Minister Narendra Modi to deal with the crisis arising out of the coronavirus epidemic. PM Modi held a video conference with the Chief Ministers of the states on Monday to discuss the situation created by Coronavirus in the country.


PM Modi also sought suggestions in writing from the Chief Ministers who did not get a chance to speak during the conversation. Since Chief Minister Ashok Gehlot did not have a turn to speak during the conversation today, he submitted his suggestions in writing.

In the video conference, PM Narendra Modi welcomed the Chief Minister of Rajasthan for his initiative to tackle the deadly virus.

In his 15-point suggestion, Ashok Gehlot reiterated his demand to give Rs 1 lakh crore to the states, stating that a nationwide shutdown imposed to curb the spread of coronavirus has resulted in a steep decline in their revenue collection. Ashok Gehlot, in his list of suggestions, announced incentives to promote trade to revive the industry.

The suggestions given by the listed Rajasthan Chief Minister Ashok Gehlot are:

1. States should be given a grant of one lakh crore rupees. The basis for a grant may be based on the per capita population or outbreak of Kovid-19 or the standards set by the GST Council or Inter-State Council.

2. GST compensation period should be increased from the current five to 10 years.

3. CM Gehlot said that the state government and its boards, corporations, and companies (including power companies) for 6 months both on principal and interest on the payment of loan taken from the Government of India and its various institutions like Power Finance Corporation. 4. There should be a 50 percent purchase of crops at MSP instead of 25 percent.

5. The Center should provide a large economic stimulus package to revive the trade and industry sector.

6. Fiscal expenditure should be encouraged to revive the economy. For this, the central government should immediately release the first installment of its share of centrally sponsored schemes and the process of releasing funds should also be simplified.

7. CM said that most of the MSME industries are not in a position to pay their workers and wages due to the shutdown during the lockdown. The Center should bring out a scheme for payment of wages to workers by MSMEs. A part of the salary should be paid for 6 months.

8. A national plan should be made for the return of migrants in a phased manner using special transport.

9. Ashok Gehlot said that economic activities will not come back on track until the supply chain between the states is restored. The center should restore the interstate supply chain necessary for the smooth running of retail businesses.

10. In the modified lockdown, it is also necessary to reactivate the economic activities and trade and industry in a phased manner. Every state has a situation for this. In such a situation, the Government of India should give freedom to the states to set the standards at the local level in place of similar instructions nationwide.

11. The government should go for centralized procurement personal protective equipment (PPE) kits, masks, test kits, ventilators, etc. of international quality standards and make these available to the states.

12. Food security should be based on the population of 2019-20 and not on the population of 2011.

13. In view of the Corona crisis, the Chief Minister welcomed the decision of the Center to increase the limit of Ways and Means Advance to 60 percent and demanded exemption of interest on this amount.

14. The limit of net loans taken by the states should be increased from 3 percent to 5 percent without any condition.

15. The Center provides GST compensation and CST claims immediately to states facing severe revenue deficit.
