Assam to allow 3-day conditional inter-district movement with MHA guidelines

GUWAHATI: Assam government has decided to allow conditional inter-district movement within the state for stranded citizens bound for home and workplace, labourers and patients on case-to-case basis and in strict compliance with MHA guidelines for three days from April 25. Except patients, the movement will be only one way for the others.
“On humanitarian ground, we will allow inter-district movements on April 25, 26 and 27, but only for four categories of people. They will have to take prior permission from the deputy commissioners concerned and the permissions will on case-to-case basis only and in strict compliance of MHA guidelines,” health minister Himanta Biswa Sarma said.
The first category of people include patients. “From April 24 we are opening the general hospitals, which were converted to Covid-19 hospitals, and so patients can travel from one district to another for general treatment but have to take prior permission from the respective deputy commissioners thorough electronic means in a laid down format. This arrangement will continue for the lockdown period,” Sarma said.
The second category of people are those stranded outside their home district or their workplace and wish to travel by their own vehicles. “They too have to apply to the deputy commissioner of the district where they are stuck and the deputy commissioners will take a decision after assessment,” Sarma said.
The third category includes labourers whom their contractors need to transport to the work sites, like brick kilns etc. “The contractors may hire vehicles but cannot transport more than the number stipulated in MHA guidelines,” Sarma added.
The fourth category of citizens includes those who do not have their own means of transport to return home. “On the three days Assam State Transport Corporation will run its buses on designated routes and those who wish to avail the services have to apply by dialing 104. Since we have to maintain physical distancing we can allow only limited number of people in this category. Priority will be given to students, senior citizens and women,” Sarma said.
He added, “On arrive at the home district or workplace district, health workers will assess their health and if required, some may have to go for quarantine,” Sarma added.
