At least three police officers are feared dead after a horror crash sparked chaos and blocked all lanes of a busy Melbourne freeway on Wednesday night.

Dozens of emergency crews at the scene of a collision on the Eastern Freeway inbound after Burke Road in the inner-city suburb of Kew. 

A witnesses told the Herald Sun the crash involved a semi trailer, which ploughed into two police cars parked in the breakdown lane, which had pulled over a Porsche driver for speeding.

'At this stage it is believed multiple vehicles are involved in the collision on the Chandler Highway and a number of police officers are believed to have been involved,' a Victoria Police statement read.

'The exact circumstances surrounding the incident are yet to be determined at this stage.'

An Ambulance Victoria spokeswoman confirmed paramedics were called to the scene just after 5.40pm but was unable to provide further details. 

Witnesses said the truck driver was pulled out of his truck cabin at the scene by a Good Samaritan and is now assisting police with their inquiries.

Citybound lanes of the Eastern Freeway are closed between Bulleen Road and the Chandler Highway.

Vic Roads advises motorists to exit as early as possible using Doncaster or Bulleen Roads through Kew and rejoin the Eastern Freeway via the Chandler Highway.

Traffic is banked up for more than one kilometre. 

'Outbound traffic is heavily delayed through the area, so motorists should allow extra time,' Vic Roads states.

It's currently not known when the scene will be cleared and lanes reopened.
