All departments have been instructed by the Central Government to make a separate category of the third gender for transgender in the application form for civil services and other posts. The Ministry of Personnel has given this directive on the basis of the Bisexual Persons (Protection of Rights) Act notified in December last year.
During this time, the Ministry said that the matter of including the third gender / another category for recruitment of different posts under the Central Government was under consideration before the Government for some time.
The Ministry of Personnel said that on 5 February 2020, the Civil Services Examination Rules, 2020 were notified on the basis of the law and legal opinion on the subject, in which transgender was kept as a separate category of gender for that examination. In this case, orders have been issued to the secretaries of all departments of the central government.
The Ministry said that all the Ministries / Departments of the Government of India are requested to change their examination manuals to include transgender in a different category of gender. This allows the rule to be made in accordance with the provisions of the Transgender Persons (Protection of Rights) Act.
