LUCKNOW: A few hours after the Centre issued guidelines for the second phase of lockdown from April 15, the state government announced relaxation in lockdown for some sectors with strict instructions to follow the social distancing rules.

Yogi Adityanath said on Wednesday that construction activity in large-scale projects could be permitted from April 20 based on fulfilment of certain conditions. "These construction works include highways, state highways, housing societies, medical colleges, roads and other similar large projects. Daily-wagers will benefit from this conditional approval but those managing the projects will have to strictly follow social distancing and other conditions imposed by the government," said additional chief secretary (home), Awanish Awasthi.
Industrial units will also be allowed to function if they work from a confined space and their technical staff and labour are available on site. Special buses will be operated to bring officials and workers to the site.
The CM has also issued orders to start emergency services in hospitals, including private facilities, but only after doctors and medical staff are trained in Covid-19 protocols. For this, final year students of MBBS and nursing should also be trained and given health-related work.
With schools and colleges closed since the shut down was implemented on March 25, the CM has also said that online courses should be started as soon as possible. Online teaching will be initiated for students of basic, secondary and higher education, technical and vocational education and health, nursing and paramedical courses.
"The department of higher education has prepared and uploaded 31,939 e-courses which are being used by 2.29 lakh students. Other than this, 75,925 online classes are being conducted by 55,046 faculty member. About 80,000 students are availing online education every day," Awasthi added.
The technical and professional education departments, too, has started online education and uploaded about 2,776 hours of e-content for which 9,000 are working. Through these online courses, 2,06,305 students have benefited. Similarly, under vocational education, 5 lakh students in 70 sectors of ITI are being taught through an e-platform.
Meanwhile, the stamp and registry offices will be allowed to open. Petrol pumps, CNG and PNG stations will also remain open. Treasuries under the district administration and offices under them will also be allowed to function. Veterinary hospitals will also now be permitted to remain open.
Ministers and heads of departments have been told to work out a roster for staff and can now start working from their offices with a minimum staff.
