Anyone without a valid reasons risks being turned around at the border.
Those who visit a coronavirus hotspot such as Sydney will have to go into 14 days of isolation when they return home.
It comes after the state's most popular beaches on the Gold Coast were closed when sunbathers flocked to the sand last weekend.
In the past two weeks three hundred people changed their address to North Stradbroke Island so they can dodge a travel ban and visit at Easter.
The island said it refused entry to anyone not a permanent resident from 24 March.
The local mayor said people's determination to dodge the restrictions 'blows my mind'.
