Eight months after the abolition of Article 370 from Jammu and Kashmir, the central government announced new domicile rules for the people there. Its gazette notification was prepared on 31 March and made public to the general public on 1 April. But 48 hours had not yet passed that the Central Government abruptly amended this notification.
Sources reveal that there has been a lot of political pressure behind this change. Within two days, the Central Government realized that due to this, not only Kashmir but also the people of the Jammu region could pull out of the BJP. Political parties can also take advantage of this and a wrong message can be sent among the people of Jammu and Kashmir.
Before the abolition of Article 370 in Jammu and Kashmir, National Security Advisor Ajit Doval was quite active. He also promised the people of the state about their interests. It is said that while NSA Doval was sensitive to this notification, Prime Minister Narendra Modi also does not want to let any wrong message in the state.
The BJP leaders of Jammu also felt the need to change this and also talked to the Minister of State in the Prime Minister's Office Jitendra Singh. With this, political amendments within 48 hours are now being removed.
What was and what happened
In the first notification of the central government, domicile was made compulsory for only four jobs in Jammu and Kashmir. On Tuesday, the Union Home Ministry issued the Jammu and Kashmir Reorganization Order 2020 (Adaptation of State Laws). In this, along with the changes in the Jammu and Kashmir Civil Services Decentralization and Recruitment Act, the system of domicile was implemented in the state.
Under the new provisions, domicile was made compulsory in Jammu and Kashmir only when applying for up to level four (25500) posts in class IV. According to sources, the central government had held talks with political representatives of Jammu and Kashmir and BJP leaders before preparing the notification.
