7 Congress MPs suspended from Lok Sabha for rest of Budget session over 'gross misconduct'

Lok Sabha Members, mostly from the Congress, have been protesting in the House over Delhi riots for days.

Seven Congress MPs were on Thursday suspended from Lok Sabha on the "charges of gross misconduct" over protests in the House by Opposition parties over Delhi riots. 

The Congress members were accused of "utter disregard" for House rules after they snatched papers from the Speaker's table following which a motion to suspend them for the remaining period of the Budget Session was passed by a voice vote.

Gaurav Gogoi, TN Prathapan, Dean Kuriakose, R Unnithan, Manickam Tagore, Benny Behnan and Gurjeet Singh Aujla have been suspended from Lok Sabha.

They will not be allowed to attend the House proceedings for the rest of the Parliament's Budget session.

This comes amid vociferous protests and sloganeering by Opposition parties over the Delhi violence, disrupting proceedings for the fourth straight day.

Lok Sabha Members, mostly from the Congress, shouted slogans and displayed placards, demanding the resignation of Home Minister Amit Shah over the Delhi violence that has taken close to 50 lives.

They have been demanding discussion on the riots which the government has said will be done after Holi. 

Condemning the suspension of party MPs, Congress leader in Lok Sabha Adhir Ranjan Chaudhary, said, "Is this a dictatorship? It seems Govt doesn't want #Delhiviolence issue to be discussed in Parliament that is why this suspension."

The Lok Sabha was adjourned four times on Thursday amid the uproar. 

As soon as the House reassembled at 3 pm following an adjournment, Meenakshi Lekhi, who was presiding the House, named seven members. Once a member is named by the Chair, he or she cannot attend the House for that day.

Lekhi said when the House was discussing the Mineral Laws (Amendment) Bill, 2020, some members "forcefully" snatched and tossed papers from the Speaker podium. BJP MP Rajendra Agrawal was presiding over the proceedings when the incident happened. 

After Lekhi condemned the "unfortunate incident" which she said "possibly happened for the first time in the parliamentary history", Parliamentary Affairs Minister Prahlad Joshi then moved a motion to suspend the members from the House for the remaining period of the Budget Session.

The motion was passed by a voice vote amid protests by opposition members.

"...That this house having taken serious note of gross misconduct of these members' utter disregard to the House and authority of the Chair and having been named by the Speaker resolve that these members be suspended from the service of the House from the remainder of the session," he said.

Lekhi then asked the seven members to leave Lok Sabha chambers immediately and then adjourned the House for the day.

Speaking to reporters outside Lok Sabha, Joshi said, "They (Congress members) reached the height of indiscipline and arrogance. Some pieces of paper were directly thrown at Speaker's chair. This is highly condemnable and unpardonable."

Agrawal, who was the acting chair when the incident took place, said, "When I was in the Chair of Lok Sabha at 1 pm, papers were torn up and thrown at the Chair. It shows the irresponsible behaviour of our parliamentarians and goes against the dignity of the Parliament."
