NOIDA: The introduction of the
commissionerate system was in keeping with an old demand and not about any power tussle, chief minister
Yogi Adityanath said on Sunday while inaugurating the new
police commissionerate office at Noida’s Traffic Park in
Sector 108.
“Demand for the commissionerate system was an old one, but the lack of will was visible. But we have implemented it in two districts for smart policing. Nowhere is there a conflict for rights,” said Yogi.
For years, the distribution of power between IAS and IPS officers under the SP system had been contentious territory. While police said the need for civic approval for action slowed them down, bureaucrats argued it was necessary to have checks and balances in place. In January, Gautam Budh Nagar and Lucknow moved to the commissionerate system, changing the power dynamics and investing powers that earlier lay with the administration to the police.
Attributing the decision to a need for “safe environment for citizens”, he added, “Changing times needed that instead of following rhetoric and limiting ourselves to a fight for rights, we focus on the security of citizens, better management of law and order, and smart policing.” Hinting at the problems caused by redtapism,
Yogi said the condition of police barracks at Lucknow police lines had been terrible. “But when I asked, the principal secretary (home) told me there was a lack of funds. I said it was not a lack of funds but flawed intentions. Fix it and bring me a proposal.”
The 18 commissionerates in the state will soon get a cybercrime police station and a forensic lab each. “The police and forensic university bill has been passed recently and we hope to start work on the university soon,” he said.
Development was a thread he connected to improved policing in the state. “When we came to power, Samsung was about to wind up and TCS was ready to leave Lucknow. Industrialists did not want to invest in UP. But when there was an improvement in security, the results were for everyone to see,” he said.
After Sunday’s events, he is scheduled to inaugurate and flag off projects worth Rs 2,821 crore on Monday — including the multi-level car parking at Botanical Garden metro station, the basement car park in Sector 5 and the footover bridge across Noida-Greater Noida Expressway in Sector 145, among others.
Meanwhile, farmers who had been protesting outside the Noida Authority on a wide range of problems over the past 21 days said they had been put under house arrest for the CM’s visit to Noida.
“We had been preparing for a meeting with the CM. But around 3.30pm, a police team arrived at the house of Sukhveer Pehalwan (a peasant activist who has been leading the protests) and put everyone under house arrest,” said Sudesh, Sukhveer’s brother.
Police denied this and said they had only gone over to “have a conversation” about law and order.
