JAIPUR: The court of the commissioner for specially abled
persons has summoned the Iinspector general of
police (recruitment) on March 23 and directed the department to clarify its position for not providing reservation to persons with disabilities (PwDs) in police constable
recruitment.
The IGP (recruitment) has also been asked to submit relevant documents depending on which it seeks immunity.
In another order, the court has sought a report from the managing director of Rajasthan Skill and Livelihoods Development Corporation (RSLDC) on the action taken on skill development of PwDs and providing 5% reservation to them in recruitment in private commercial units.
Meanwhile, the IGP has been asked to be present in the court at 4.30pm on March 23. Earlier, IGP (recruitment) had claimed that one must be in a good mental and physical health and free from any mental or physical defect to be recruited as a
constable in Rajasthan Police. He said this in a written reply to the commissioner for specially abled persons over reservation to persons with disabilities in police constable recruitment.
In its reply to the commissioner, IGP (recruitment) had stated, “A candidate for direct recruitment of the service, must be in good mental and bodily health and free from any mental or physical defect which is likely to interfere with the efficient performance of his duties as a member of the service and if selected, must produce a certificate to that effect from a medical authority notified by the government for the purpose.”
Earlier,
disability commissioner Akhil Arora had directed the IGP (recruitment) to depose before the panel in order to give an explanation as to why they were not able to give reservation to persons with disabilities in police constable recruitment. IGP (recruitment), instead of deposing before the commission’s panel as directed, sent a reply to the commission.
Hemant Bhai Goyal, national vice-president, Divyang Adhikar Mahasangh, informed the commissioner that in Delhi, reservation is given to persons with disabilities in recruitment of police constables. “Their
job is civil in nature and they don’t wear Delhi Police uniform,” he said.
IGP (recruitment), in its first letter to the commission, had stated there was no provision for giving reservation to specially abled persons in police constable recruitment, as per the Police Subordinate Service Rules, 1989.
