PATNA: The monthlong budget session of the state legislature will begin on Monday with governor
Phagu Chauhan addressing the joint session of the state assembly and legislative council in the central hall of the extended legislature building. It will be the present governor’s first address to the joint session of the state legislature.

Sushil Kumar Modi will table the Economic Survey Report for 2019-20 and follow it up by presenting the state budget on Tuesday. The budget session will have 22 sittings and the House will be adjourned on March 31.
The budgetary allocations for expenditures in the 2019-20 fiscal had been Rs 2.05 lakh crore. However, with the Centre constrained on the financial front, the state government’s expectations regarding the money flow from the Centre during the 2020-21 fiscal might not be bullish, the observers felt.
Around mid-March, Modi will also table three separate budgets – gender budget, child budget and environment, forest and climate change budget – giving details on the amount of money allotted by the government for expenditure during the 2020-21 fiscal.
While the opening day of the budget session would witness noisy scenes, the things might not remain the same on other days. “We will not disrupt the Question Hour on any day because we also the House to function in a peaceful manner. However, if the government does not give its replies on the burning issues, we will definitely register our protests,” senior RJD legislator Bhai Birendra said.
The CPI(ML), which has three members in the House, has decided to organize march to the state assembly on February 25, demanding a resolution passed by the House that the Citizenship Amendment Act, National Population Register and National Register of Citizens would not be implemented in the state.
