AP Singh said that Jain had sent this petition on January 29, when the code of conduct was in force in Delhi.
AP Singh said that Satyendar Jain had sent his signature through WhatsApp on January 30. Based on this, the application has been said that in such a case, it is illegal to reject mercy petition and against the Constitution, because the code of conduct was in force in Delhi at that time. Citing this, the Election Commission has been demanded to take legal cognizance of this.
