PANAJI: In over 50% of the cases, the state government has accepted recommendations and guidelines issued by the Goa Lokayukta. Of the 13 cases disposed, in eight the government accepted recommendations, while in five it is yet to take action. The Lokayukta had also submitted recommendations in four other cases, but no compliance was sought when the cases were disposed.
The state government has to submit a compliance report within three months to the Lokayukta.
In the multi-crore beach cleaning scam case, Goa Lokayukta had found then
tourism minister Dilip Parulekar guilty of “favouritism”, besides other irregularities, and had recommended that the anti-corruption branch (ACB) of the vigilance department reopen investigation. It also said that the government should consider referring the matter to CBI.
In his recommendation sent to the government, then chairperson, former Patna high court chief justice P K Misra, had said that ACB should reopen the investigation, particularly keeping in view the possibility of conspiracy and any kickbacks.
As per RTI information, in the Parulekar case, public information officer Laxman Zalmi said that the Lokayukta did not seek any compliance report from the government.
Regarding the renewal of 88 mining leases between November 2014 and January 2015, the Lokayukta recommended that ACB file an FIR against former chief minister Laxmikant Parsekar, former mines secretary Pawan Kumar Sain and former mines director Prasanna Acharya in connection with the alleged “corruption” and “criminal conspiracy”. Misra also said that Sain and Acharya shouldn’t hold offices.
In the mining case, Zalmi said that the action taken report is awaited.
In one case, as the government did not submit the compliance report, Zalmi said it has been deemed accepted, and the sarpanch deemed to have vacated his office with effect from December 16, 2019. The Lokayukta said that on the basis of finding that the complaint has been substantiated against the sarpanch, the public functionary should not continue to hold office of sarpanch and or ward member of the panchayat.
