Bihar: No sale, registration of Bharat Stage-IV vehicles from April 1

PATNA: The state transport department on Sunday issued a notification banning sale and registration of Bharat Stage-IV (BS4) technology vehicles in the state after March 31. The order was issued after the Supreme Court imposed a ban on sale and registration of BS4, as BS-VI technology has already been introduced for cleaner fuel and safety of the environment.
To ensure that no vehicles with BS4 are sold in Bihar, the department will conduct a special drive across the state from April 1, which will be carried out by the district transport officers (DTOs), motor vehicle inspectors (MVIs) and enforcement sub-inspectors (ESIs).
Transport secretary Sanjay Kumar Agarwal on Sunday said that after April 1, BS4 vehicles will neither be sold nor registered. “Sale will be banned completely keeping the safety of environment in view. DTOs, MVIs and ESIs will conduct raids in vehicle showrooms and dealer shops to check whether they are following the norms or not,” he said.
He added: “Action will be initiated against those showroom owners and vehicle dealers, If found selling BS4 vehicles after March 31.”
Agarwal clarified that there will be no restriction on running of BS4 vehicles, which have already been purchased and registered before April 1. “They only have to keep their pollution under control certificate update,” he added.
The transport department will conducted a meeting in the first week of March with car dealers and showroom owners regarding ban of BS4 technology vehicles. The BSVI technology vehicles have already arrived in showrooms of Bihar.
The secretary said only those vehicles will be considered for sale and registration for which has been applied through online vehicle software and the application will be accepted till March 31. “If the vehicle dealers sell the vehicle and did not get it registered before the deadline, the purchase will be considered illegal. The dealers will have to refund the amount to customers and they will also face action,” Agarwal said.
He said from April 1 onwards, only those vehicles will be sold and registered in which BSVI standard engine is used. “The Supreme Court has prohibited the sale of BS4 vehicles in the country and the rules are applicable nationwide from April 2017 itself, which had replaced BS-2 technology,” Agarwal said.
