MANGALURU:
Karnataka Electricity Regulatory Commission (KERC) came down heavily on attitude of
electricity supply companies (Escoms) paying
lip service to consumer grievances. Taking umbrage to seemingly non-existent culture of field level inspections among senior cadre of
Escoms, Commission pointed that such system will also provide opportunity for their top brass to address
consumer grievances and not allow it to fester.
Making this stinging observation summing up the tariff filings by
Mangalore Electricity Supply Company for financial year 2020-21 on Thursday, Shambhu Dayal Meena, chairman, KERC said Escoms should direct their senior officers to compulsorily undertake field and office visits. This will give the officers a pulse on the ground level problems and help them address the same, he said adding officers must file an advanced tour programme.
Directing the superintending engineer to monitor these field, office visits, Meena said the officers should submit a page, two-page report on their visit which the senior staff has to vet and initiate follow up action based on feedback. “The general manager (HR) of Escoms too should follow up on the inspection reports,” Meena said adding the officers should also inspect the various civil works going on in their regions during these visits.
Expressing dissatisfaction at the delay on part of Escoms in disbursing compensation to people who die due to electrocution, Meena said the commission will be forced to bring in regulations that are binding if delays persist. Noting that it was the impression of the commission that the Escoms were following the guidelines given by it, he said the heads of Escoms must take steps to distribute compensation to victims within the time frame specified by it.
Taking note of complaints about consumer grievances redressal not achieving desired results, Meena said Escoms must effectively use the Consumer Grievances Redressal Fund at their disposal. “We have observed that such redressals are not happening effectively,” he said adding the commission will be forced to act against the Superintending Engineers, who head the CGRF committee.
