Parliament Budget Session 2020 Live News: The opposition benches Monday protested in both the Houses of the Parliament against the Supreme Court’s order saying reservation in job promotion is not a fundamental right. Congress’ Adhir Ranjan Chowdhury accused the government of trying to snatch the rights of the SC/STs even as top BJP leaders, including Defence Minister Rajnath Singh, denied any involvement of the Centre in the court’s verdict. Earlier, the Congress, along with IUML, DMK, CPI(M), gave an adjournment motion notice in both the houses, saying reservation in government services should not be diluted as it will be a disastrous blow to the backward communities of our country.

Meanwhile, Union Health Minister Harsh Vardhan told the Lok Sabha that the government has set up a committee to monitor the situation of novel coronavirus in the country. The health minister said the government is taking all preventive measures and till now 1,118 flights have been screened. He also thanked Air India and the medical staff who were involved in the rescue mission of Indian students from Wuhan.

Congress leader P Chidambaram Monday said the government is ‘living in denial’ on the state of economy and is unwilling to admit its mistakes. Speaking during the discussion on the Union Budget in Rajya Sabha, the former Finance Minister also said the economy is nearing a state of ICU and needs competent doctors to revive it.

In Lok Sabha, Union Finance Minister Nirmala Sitharaman will introduce the Direct Tax Vivad Se Vishwas Bill, 2020, which seeks to provide for the resolution of disputed tax and related matters into consideration. Union Minister of State for Ayush Department Shripad Naik will introduce the Institute of Teaching and Research in Ayurveda Bill, 2020, for the establishment of an institute of teaching and research in Ayurveda.

    Opposition opposes Institute of Teaching, Research in Ayurveda Bill in LS

    The government on Monday introduced the Institute of Teaching and Research in Ayurveda Bill in Lok Sabha which seeks to confer the status of institution of national importance to a cluster of Ayurveda institutions in Gujarat. The three institutes which would be clubbed are Institute of Post Graduate Teaching and Research in Ayurveda, Gulabkunwerba Ayurveda Mahavidyalaya, and Institute of Ayurveda Pharmaceutical Sciences.

    Opposing the Bill, TMC's Saugata Roy said there is no reason for setting up the institute in Gujarat when Ayurveda has strong roots in West Bengal, Kerala, Varanasi, and other regions.

    Congress' Shashi Tharoor also protested against the Bill, saying the Government has been selective in the selection of the three institutes. Asking why this institute cannot be set up in Thiruvananthapuram, he said there is no clarity in the definition of institution of national importance. (PTI)

    After opposition MPs raise the issue of Supreme Court's order on the reservation in job promotions, Minister of Social Justice and Empowerment Thawarchand Gehlot said in Rajya Sabha, "Govt to respond to the Parliament today at 2 pm on the Supreme Court's order on the reservation in job promotions not being a fundamental right."

    The Constitution does not confer any fundamental right to claim reservation in the matter of promotions in public posts, the Supreme Court has ruled adding a state cannot be compelled to do so if it chooses not to. A bench of Justices L Nageswara Rao and Hemant Gupta which referred to earlier decisions of the court in this regard said.

    “There is no fundamental right which inheres in an individual to claim reservation in promotions. No mandamus can be issued by the court directing state governments to provide reservations,” the bench of Justices L Nageswara Rao and Hemant Gupta said.

    The opposition parties, along with BJP ally LJP, have asked the Central government to take measures to ensure that reservation benefits of Scheduled Classes, Scheduled Tribes and Other Backward Classes continue as they are.
