Panel suggests 3-fold hike in pay of judicial officers

NEW DELHI: In a revised pay structure recommended for judicial officers of subordinate courts across the country, the 2nd National Judicial Pay Commission has recommended an almost three-fold increase in the existing starting monthly emoluments of first class magistrate from Rs 27,700 to Rs 77,840 and that of a district judge to Rs 1,44,840.
The highest pay grade of the district judge has been recommended at Rs 2,24,100. The pay of the senior civil judge, the next higher grade to the first class magistrate, has been recommended to be raised to Rs 1,11,000.
The increase in pay and pension of the judicial officers have been recommended to take effect from January 1, 2016 with arrears to be paid within this year.
The National Judicial Pay Commission, headed by former Supreme Court judge P V Reddy, was set up on the directions of the apex court in May 2017 during the of hearing of the All India Judges Association case.
A law ministry release said that the percentage of selection grade and super time scale of district judges be increased by 10% and 5% respectively.
The commission has further recommended pension at 50% of last drawn pay with effect from January 1, 2016, while the the family pension will be 30% of the last drawn pay.
"Additional quantum of pension to commence on completing the age of 75 years (instead of 80 years) and percentages at various stages thereafter are increased. The existing ceiling of retirement gratuity and death gratuity to be increased by 25% when the DA reaches 50% ," the commission said.
"Recommendation has been made to discontinue the New Pension Scheme (NPS) which is being applied to those entering service during or after 2004. The old pension system, which is more beneficial, to be revived," it said.
The commission has further increased the existing allowances and added certain new features. However, the City Compensatory Allowance (CCA) is proposed to be discontinued.
